Disposition Authorities for Individual Classification for Headquarters Case Files. Part B: Classification 143. Interstate Transportation of Gambling Devices.

The classification was established in September 1953 for investigations of interstate transportation of slot machines. Unitl 1953, investigations of this type were conducted in class 71, Bills of Lading Act. The 1951 Johnson Act (15 USC 1171-1177) made it illegal to transport gambling devices, initially thought to be all gambling machines, and foreign commerce of gambling devices. The law also established registration and reporting procedures for manufacturers of gambling devices. The courts in 1953 and 1954 narrowly defined the statute to cover only slot machines, and pinball machines, roulette wheels, and other machines were not considered gambling devices under the law. The Gambling Devices Act of 1962 (PL-840) extended the definition of gambling devices to include any machines or mechanical device designed primarily for gambling.
